EC’s Industrial Action Plan: Navigating challenges and driving toward zero emissions

The Industrial action plan focuses on key technology areas such as battery and the battery material supply chain, autonomous and connected car technology, software and hardware, and charging infrastructure. Additionally, it also underscores the significance of decarbonizing corporate fleets, which account for about 60% of new-car registrations.

On March 5, 2025 the European Commission (EC) rolled out an Industrial Action Plan to define a framework that can help ramp up Europe’s research and development (R&D) and industrial capacities amid the global transition to zero-emission vehicles (ZEVs). This action plan seeks to build upon the Strategic Dialogue on the Future of the European Automotive Industry, initiated by EC President Ursula von der Leyen in January, to address the critical challenges confronting the European automotive sector. The action plan focuses on key technology areas such as battery and the battery material supply chain, autonomous and connected car technology, software and hardware, and charging infrastructure.
